ECO Mesa is an exceptionally sustainable, high-end development with 102 market rate units and 4,000 square feet of commercial space at street level. The project will also include a conversion of 76 public surface parking spaces to public structured parking at no cost to the City. Some sustainable elements of the project include:

- Greywater capture to irrigate on-site vegetation
- Carshare and bikeshare
- Public and private electric charging stations
- Energy use monitoring for each unit
The Mesa City Council approved the development agreement, purchase and sale agreement and a perpetual public parking easement on August 31st, 2020. A Government Public Lease Excise Tax (GPLET) agreement with 8-year tax abatement was approved by the Council on October 22nd, 2020.
An economic benefit analysis conducted by an independent third-party estimates that between 2021 and 2029, direct revenues to the City of Mesa will be about $961,000 and that the development could support about 24 jobs. The development is also projected to generate $1,206,280 in net revenues to Mesa, the county, and local school districts from 2021 to 2029. The current city parking lot does not directly generate any property tax revenue or jobs.
